Murlidhar, then a Judge of the Delhi High Court, The division bench of Justices Goverdhan Bardhar and Chandra Kumar Songara observed that the impugned remarks were made by Shukla during the course of a debate and were not “deliberately” intended to interfere in the administration of justice. The criminal contempt case had been filed at the instance of Advocate Poonam Chand Bhandari, also leader of AAP, Rajasthan, stating that Shukla had wilfully insulted the sitting Judge during a TV programme telecasted by News 24 on March 2, 2020. “The statement made by Respondent no.1 undermined the dignity of judiciary in the country and scandalized or tend to scandalize and lowered the authority of the judiciary,” he had submitted. Finding “no substance” in the allegations, the court observed, “Taking note of the contents and context, it is pertinent to note that Mr. Prem Shukal, National Spokes Person of Bhartiya Janta Party gave the aforesaid statement while participating in a debate. Thus, the statement given by the Mr. Shukla can not be said to be deliberate interference in the administration of justice.” In the order passed on June 9, the bench added, “the criminal contempt petition filed by the petitioner is without any substance and is accordingly dismissed.” Reliance was placed on the Supreme Court verdict in Ramlila Maidan Incident, In RE (2012) 5 SCC 1, whereby a division bench emphasized on the significance of right to freedom of speech and expression in the following words: “The Framers of our Constitution, in unambiguous terms, granted the right to freedom of speech and expression and the right to assemble peaceably and without arms. This gave to the citizens of this country a very valuable right, which is the essence of any democratic system. There could be no expression without these rights. Liberty of thought enables liberty of expression. Belief occupies a place higher than thought and expression. Belief of people rests on liberty of thought and expression. Placed as the three angels of a triangle, thought and expression would occupy the two corner angles on the baseline while belief would have to be placed at the upper angle. University of Georgia Cooperative Extension has made the task a little easier through a few mobile apps for Georgia homeowners and green industry professionals alike. “More and more people rely heavily on their smartphones and mobile devices, so experts in the UGA College of Agricultural and Environmental Sciences created mobile apps based on agricultural topics,” said Patrick McCullough, a UGA Extension weed scientist and developer of several turfgrass-related mobile apps. McCullough developed a series of turf management apps that include photos of turfgrass varieties, pests, weeds and diseases. There are three versions: Turfgrass Management – Lite; Turfgrass Management – Subscription; and Turfgrass Management Lite (Spanish). The lite and Spanish versions are free. The subscription version costs $19.99 per year and includes the lite version, plus information on pest control applications and a pesticide database. For the more serious home gardener, the Turfgrass Management Calculator app covers all types of applications, pesticide rates, fertilizer requirements, topdressing sand requirements, and calibration of sprayers and spreaders.
